“KBR, Inc. (formerly Kellogg Brown & Root) NYSE: KBR is an American engineering, construction and private military contracting company, formerly a subsidiary of Halliburton, headquartered in Houston.  The company also has large offices in Arlington, Birmingham and Leatherhead, UK.  After Halliburton acquired Dresser Industries in 1998, Dresser’s engineering subsidiary, The M. W. Kellogg Co., was merged with Halliburton’s construction subsidiary, Brown & Root, to form Kellogg Brown & Root.  KBR and its predecessors have won many contracts with the U.S. military, including during World War II, the Vietnam War and the 2003 invasion of Iraq.”

“When U.S. forces moved into Afghanistan in 2001, there was little, if any, infrastructure to support and house U.S. troops.  The military needed someone to do everything from housing troops to rebuilding airfields.  The solution was a contract called the Logistics Civil Augmentation Program, or LOGCAP, a type of umbrella contract the Army had been using to support is military bases overseas.  In late 2001, the Army, after a competition, awarded LOGCAP III to KBR…  And while KBR was competitively awarded the umbrella contract in December 2001, IT DIDN’T HAVE TO COMPETE for any of the subsequent work, which totaled over $37 billion by the end of July [2011].”

If you want to know where the Military Intelligence Complex is taking America’s endless wars for profit, all you have to do is follow the KBR contracts.  In July 2011 it was announced KBR “…will support construction project in 20 countries under a new contract from the U.S. Army Corps of Engineers.  The countries are all in the U.S. Central Command’s area of responsibility and include Afghanistan, Bahrain, Egypt, Iran, Iraq, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Oman, Pakistan, Qatar, Saudi Arabia, Syria, Tajikistan, Turkmenistan, United Arab Emirates, Uzbekistan and Yemen.  The multiple award task order contract has an overall value of $3.8 billion, with a period of performance at two base years, with one-year options available for the following three years.  A large majority of the task orders anticipated for this MATOC program include projects directly supporting the U.S. military and U.S. government in the various regions.  Under a previous CENTCOM MATOC pro!
gram, KBR executed $620 million worth of projects across 32 separate task orders.”

Why KBR continues to be awarded huge open-ended, cost-plus, no-compete contracts from the Pentagon is a question worthy of a criminal investigation, because their track record as a military contractor suggests that “KBR” is actually short for “Kickbacks, Bribes & Ripoffs”.  According to the POGO Federal Contractor Misconduct Database, since 1995 the company has been involved in not less than 23 documented cases of misconduct including but not limited to Overcharging the Government, Violation of Anti-Kickback Act, Excessive Subcontract Costs, Fraud and Accepting Kickbacks, Exposing Troops to Hazardous Water Conditions, Bribery to Win International Government Contracts, Overpricing Fuel, Breach of Contract, Hurricane Relief Contract Overcharges, Sexual Assault, Freight Forwarding Kickbacks, Procurement Irregularities, and Conspiracy to Defraud the Government.  For this KBR has paid millions in fines, which it surely considers a small price to pay for the billions it continues  to receive in new federal contracts every year:
